Preamble
This Provision on Tournaments / Competitions in Kiev Golf Club make a part of Procedural Requirements of KGC and define rules for holding tournaments, competitions and other sports events in the Club.
Participants of our events must read rules, norms and principles of the Provision in advance and strictly comply with all its points and terms.
Administration of the Club enjoys the right to modify and supplement this Provision from time to time.


1.    General issues
1.1.    Tournaments / Competitions in Kiev Golf Club (hereinafter – Tournaments and / or Competitions) are carried out in accordance with KGC Tournaments Calendar for a current season. The Calendar is available on the official website of Kiev Golf Club www.kievgolfclub.com, as well as at Golf Reception and on official information publications of the Club.
1.2.    Tournaments are held in accordance with the Rules of Golf as approved by R&A Rules Limited and The United States (hereinafter: («The R&A»), Rules of Golf, approved by Ukrainian Golf Federation, Local Rules of KGC, KGC Rules and Regulations and other Procedural Requirements of the Club.
1.3.    Regulatory documents, defining details for each KGC Tournament, include:

2.    Tournaments’ Venue
2.1.    Address, where KGC holds Tournaments: Kiev Golf Club, Hrivnyovskoe Chaussée, 1, Gavronschyna, Kiev region, Ukraine 08003.
2.2.    A stipulated round of every Tournament (including its stages) is determined by the Tournament Regulation.


3.    Tasks and objectives of Tournaments
3.1.    Tasks and objectives of Tournaments, held in KGC, are as follows:

  • Promotion and development of golf in Ukraine
  • Improvement of physical and technical training of players, perfection of skills and professionalism of sportsmen
  • Selection of professionals and amateurs to delegate to national and official international competitions in relevant age categories
  • Preparation and selection of reserve national teams of Ukraine, formation of a national Olympic golf team
  • Development of children and youth sports, promotion of healthy and active lifestyles among young people
  • Development and strengthening of partnerships with golf clubs of Ukraine, international sport clubs and organizations.

 

4.    Classification of Tournaments
4.1.    KGC holds professional and amateur Tournaments mainly in standard sport formats:

  • Match Play (form: Singles, Threesome, Foursome, Three-Ball, Best-Ball, Four-Ball)
  • Stroke Play / (form: Individual, Foursome, Four-Ball, Bogey, Par, Stableford)

KGC can hold Amateur Tournaments in formats: Scramble, Eclectic, Power Play Golf etc.
Tournaments can be held with or without handicap.
4.2.    Professional and amateur tournaments in KGC are classified in line with the following club categories:

  • Official – international tournaments, national or regional level tournaments conducted in KGC under the auspices of Ukrainian Golf Federation, profile Ministries and departments, Olympic Committee of Ukraine, International sports organizations and other officials
  • Regular – tournaments, organized as a series of regular or qualifying stages, held during a season. A regular tournament ends with the Finals
  • Feature / Fun – one-time KGC tournaments, which take place according to special rules and are of entertaining nature
  • Corporate – tournaments of companies and organizations with a special status. They are included in the official calendar of KGC Tournaments. The Club holds not more than 5 Corporate Tournaments a year.

 

5.    Organizer of Tournaments. Tournament Committee
5.1.    Among organizers of tournaments there are Kiev Golf Club, officials and organizations with rights and licenses for holding golf competitions, as well as physical and legal entities and civic organizations with high status, business reputation or experience of sport events.
5.2.    Tournament Committee is a body that is responsible for conducting Tournaments. Tournament Committee is formed and appointed by Tournament Organizers. A KGC representative must be a member of Tournament Committee.
5.3.    Tournament Committee has a right to appoint and approve Referee Board and / or Chief Referee and Head Secretary of a tournament in order to coordinate a tournament, support players, ensure security and compliance with rules of the game, as well as to address issues related to actual course of events.
5.4.    Chief Referee appoints members of Referee Board (Deputy Chief Referee, a referee, special referees, marshals, technical secretaries, markers, forecaddies and others).
5.5.    Referee Board and / or Chief Referee have the right to establish order of holding a tournament and terms of score calculation. They can determine pace of play and procedures for suspension of the game in case of emergency. They inform participants of competitions on the above mentioned and do it in advance.
5.6.    Chief Referee can bring changes to Regulation and to Official Program of a tournament if it makes sense. Tournament Committee reserves the right to set up or change any Tournament Regulation at any time, including format, number of players, conditions of a stipulated round and tee time due to unforeseen circumstances.
5.7.    Chief Referee has a right to make final decisions on controversial issues during a tournament. Appeals from participants of a competition are accepted in writing within 30 minutes after a certain round. Appeals are not accepted after 30 minutes pass.
5.8.    In case participants violate KGC Procedural Requirements, Tournament Committee and Organizer shall not be liable for any possible damage to health or property of members and their guests, media representatives, officials and spectators who come to a competition.


6.    Official Program. Regulation
6.1.    Official Program and Regulation are developed by Tournament Organizer for every competition in KGC, taking into account its tasks and objectives.
6.2.    Official Program and Regulation must include the following information:
- Date and time of a tournament
- Requirements for admission of players and conditions of their participation in a tournament
- Format and form of the game, a stipulated round, terms of score calculation
- Cost of participation in a tournament
- Status of a winner and prizes
- Plan of entertainment events, BTL-activities and sport leisure for guests.
6.3.    Official Program and Regulation are preferred to this Provision in case of any discrepancy.


7.    Procedures for application, registration and admission of participants
7.1.    Players with a status of junior, amateur or a professional sportsman, according to «The R&A», are eligible to participate in KGC competitions.
Tournament Regulation can determine additional requirements for admission of players (status, gender, age, etc.) under the terms of a tournament.
Handicap limit, minimum and maximum number of participants by categories and other special requirements for participants are specified in Tournament Regulation.
7.2.    Individuals and representatives of an organization applying for participation in tournaments and other KGC sport events, fill an initial application in one of the following ways:

  • By filling a registration form on the website of Kiev Golf Club www.kievgolfclub.com;
  • By filling a registration form at Golf Reception of the Club.

7.3.    Pre-registration for a tournament ends 24 hours before the competition starts, unless otherwise specified by the Regulation.
7.4.    If a player cannot participate in a tournament because of unforeseen circumstances, he/she must inform Tournament Committee not later than 24 hours before the competition.
7.5.    Tournament Committee has the right to deny participation in a tournament to persons who submit an application with delay or it can limit a maximum number of participants in a tournament. Members of Kiev Golf Club have an advantage in case a number of applicants exceeds a specified maximum number of participants.
7.6.    Tournament Committee has the right to decide on admission to players who have not filed a preliminary application because of special circumstances.
7.7.    Tournament Committee considers a registration form only if it was filled by a candidate in the prescribed manner. Any application can be rejected from consideration without further explanation.
7.8.    Tournament committee reserves the right to disqualify any participant of a competition, who provides not true information while filling a registration form.
7.9.    Registration of participants, whose admission was confirmed after consideration of applications, takes place on the day of a tournament at Golf Reception. Tournament Regulation defines start and end of registration of players / teams and their caddies.
7.10.    To register, participants of a tournament must submit the following documents:
- ID;
- a receipt that shows payment for participation in a tournament;
- a document that confirms a status of the player and his/her Exact Handicap
7.11.    A player is not allowed to a tournament if he/she does not register within time limits the Regulation specifies or does not provide explanation of reasons for failure to come to the registration. Money that were paid for participation in a tournament beforehand, is not returned.
7.12.    Tournament participants can enjoy caddy services under one requirement: the Club’s caddies must be used on a firsts-priority basis. 
7.13.    Tournament participants can apply to use services of their personal caddies. Such claims can be satisfied if all the Club’s caddies are booked. Herewith:
- Players must inform KGC about it at least 24 hours before a tournament;
- Player’s Caddy must wear a yellow vest according to the rules of the Club;
- Player’s Caddy must get Caddy Course Permit;
- Player’s Caddy must be paid for the work in accordance with Price List of golf services.
A player, who does not register his/her personal caddy, is prohibited to use his/her services.


8.    Training and start of participants

8.1.    A day before the date of a Tournament / Competition is the official Training day.
8.2.    Players who properly registered and paid for participation in a Tournament get right to have a Special price on Green Fee of all playing courses, training on on practice facilities Driving Range, Putting&Chipping Greens. Special price is a 50% of active price at the Price List of Golf Services.
8.3.    On the day of a tournament, before they start on a teeing ground, participants have the right to hold an individual training and use KGC facilities (Putting&Chipping Greens, Driving Range). Tournament Regulation can put limits on time and place of trainings.
8.4.    On any day of a tournament, before a round or a play off in case of an even score begin, both in Match Play and Stroke Play, participants are not allowed to practice on a course that is to be used during a stipulated round, as well as to test its greens. Players are disqualified for violation of this rule.
8.5.    Participants start according to Start Protocol and they must be informed about it at least 20 minutes in advance.  
8.6.    Start protocol can provide one of the following types of start:

  • Shotgun
  • Tee 1
  • Tee 10
  • Tee 1/10

8.7.    Tournament participants must be on a start teeing ground not later than 5 minutes before start time. If late, a participant or a team can be fined regardless of reasons. A fine for a breach of the rule is defined in p. 9.4, unless otherwise specified by the Regulation.


9.    Rules of conduct for participants and guests
9.1.    During competitions participants and guests must comply with «The R &A», Regulation to an official tournament, as well as Procedural Requirements of the Club, in particular: Kiev Golf Club Rules and Regulations, Local Rules of Kiev Golf Club, Safety Rules of Kiev Golf Club and so on.
9.2.    KGC sets limits on clothing of participants and guests of a competition.

  • Men are strictly prohibited to be on KGC training grounds and golf courses in T-shirts, collarless shirts, shorts, jeans, swimming suits, tennis clothing and without special golf footwear.
  • Women are strictly prohibited to be on KGC training grounds and golf courses in T-shirts, blouses on straps, net T-shirts, shorts (including athletic), jeans, swimming suits, tennis clothing / dresses and without special golf footwear.

9.3.    During competitions participants and guests are obliged to adhere to norms and rules of game etiquette.

  • Violations of the rules include: vulgar language, leaving clubs around, rude behavior towards players, fans and organizers, damage to golf course or its equipment, leaving garbage or other inappropriate behavior by a player and a caddy.
  • A player / a caddy must look after a course during a game: do not leave behind indentations, smooth them, as well as fix any damage caused to putting greens due to a stroke.
  • A player / a caddy must make efforts to minimize damage to the surface of a course during a game.
  • Making a swing, a player must avoid divots.
  • A player / a caddy, placing a bag or a flagpole, must make sure it does not cause any damage to a green.
  • To avoid damaging a hole, a player / a caddy must not stand too close to it. He/she must be attentive putting a flagpole and taking a ball from a hole.
  • Players / caddies are prohibited to use a head of a club to get a ball out of a hole.
  • Players / caddies are forbidden to lean on a club when he/she is on a green.
  • Before leaving a bunker, you should carefully fill in and level all pits and footprints.
  • A player / a caddy must strictly follow all instructions on movement of golf trolleys and must not put them on tee or greens.
  • Players / caddies with physical disabilities are allowed to use golf cars according to p. 10.6 but during a game they are prohibited to drive to tee, greens and fairways. They may drive only along roughs, special tracks or along a fairway line.

If this rule is violated for the first time, a special Warning is given by a Referee / Marshal / other officials. Also such Player is notified and informed that in case of a repeated violation he will be fined. A fine for each repeated violation of the rule 9.3  is defined in p. 9.4.
9.4.    A fine for violation of the rules is:
- In Match Play: loss of hole
- In Stroke Play: two strokes
9.5.    Tournament participants must:

  • Before a stipulated round, get acquainted with Procedural Requirements of the Club, including Kiev Golf Club Rules and Regulations, Local Rules of Kiev Golf Club, Safety Rules of Kiev Golf Club, etc., and strictly follow all requirements the documents include;
  • Follow a schedule of competitions and other public events, which is defined by Official Program and Tournament Regulation;
  • Obey decisions of Referee Board, Chief Referee and Marshal on a course;
  • Observe rules of using a mobile phone. (It is forbidden to use mobile phones on training facilities and golf courses of KGC. In Club Public Area and in Club Members Area, mobile phones must be turned to silent mode);
  • Turn off sound of all electronic devices on courses and at training facilities of the Club.

9.6.    Training balls on Driving Range and Putting&Chipping Greens are property of the Club and provided solely for training. Players are not allowed to keep them for future use. Training balls are not allowed on golf courses and an abuse of this requirement is equal to theft. Violators are disqualified.
9.7.    Every player must use his/her own set of clubs. Such set includes at least one bag and golf clubs (up to 14). Two or more players must not play with one set of clubs.
9.8.    Participants of a tournament are strictly forbidden to use any pharmacological agents that improve performance. They will be disqualified for an abuse of this rule. 
9.9.    In all KGC tournaments players are prohibited to use measuring devices that allow calculating constant and changing parameters of a course essential to a game (distance, angle, wind speed, temperature, etc.) and can impact on a game. They will be disqualified for an abuse of this rule.
9.10.    Smoking is permitted only in designated areas. Smoking is strictly prohibited at KGC training facilities and on courses. Violators are fined according to p.9.4.
9.11.    Participants of a tournament, if their guests are going to be in the Club during an event, in advance must clarify rules of etiquette to them, as well as norms and rules of conduct in the Club.
9.12.    Guests of a tournament, spectators and fans are not allowed to golf courses, unless otherwise specified by Tournament Regulation.
9.13.    Golf course can only be used for golf. Jogging, running, bicycling and walking are prohibited on a course.
9.14.    Participants of competitions, guests and spectators agree with the right of a Tournament Organizer to use their names and take pictures of them, to do TV shooting with them during events, to mention them in following publications, press releases, advertisement etc. free of charge.


10.    Competitions
10.1.    During a stipulated round, participants are obliged to use balls, clubs and scorecards as instituted by «The R&A». If format of a competition provides other conditions, corresponding changes will be reflected in the Regulation.
10.2.    During a competition, men play from yellow tees, women and juniors play from red tees. If needed, tees in play can be changed by Tournament Regulation.
10.3.    During competitions, course boundaries and its special zones are marked as follows:

  • course boundaries and OUT OF BOUNDS areas are marked with white stakes;
  • WATER HAZARD boundaries are marked with yellow stakes;
  • boundaries of LATERAL WATER HAZARD are marked with red stakes;
  • GROUND UNDER REPAIR is marked with blue stakes;
  • DROPPING ZONES are marked with a white line and letters «DZ».

10.4.    During a competition under abnormal ground condition (mud, extreme wetness, poor condition of a course, openings after aeration), certain tournaments can have the following rules:
Improving a position of an embedded ball, cleaning a ball
A ball embedded in its own pitch-mark in the ground through the green may be lifted, cleaned and dropped, without penalty, as near as possible to the spot where it lay but not nearer the hole («The R&A», Rule 25-2).
On the green, a ball must be marked («The R&A», Rule 20-1) and then lifted. The player may repair an old hole plug or damage caused by the impact of a ball marked («The R&A», Rule 16-1).
The ball when dropped must first stroke a part of the course through the green.
«Preferred Lies» and «Winter Rules»
A ball must be marked, lifted and set at a place located not more than one club length from the spot where it lay but not nearer to the hole, not in a hazard and not on a green. Players have the right to set a ball only once.
Openings after aeration
A ball can be lifted, cleaned and dropped without penalty as near as possible to the spot where it lay but not nearer to a hole.
10.5.    Some tournaments use forecaddies, who are special assistants on a course helping players to quickly control location of a ball. Throughout a tournament, forecaddies stand in the area of hazards. If a ball of a player gets into a zone of hazards, forecaddies raise a white flag. If a ball is not in a zone of hazards, forecaddies signal about this to players with a red flag.
10.6.    During a stipulated round players / caddies are required to move across a course only by foot. Players / caddies are prohibited to use any vehicle, including golf cars. Vehicles for players with disabilities are an exception.
10.7.    The players must play without undue delay, must keep high pace of play, and comply with all orders of Chief Referee / Marshal / other officials.
10.8.    Each hole has maximal play-time, which is based on the length and complexity of a hole and indicated in a scorecard. Stipulated time of a round is defined in the Regulation. Players who don’t adhere to the pace of play will be fined.
The first violation of the playing schedule/ pace of play:
-    Referee / Marshal / other official notifies a player that in case of repeated violation he/she will be fined.
The second violation of the playing schedule / pace of play:
-    For Match Play: loss of hole
-    For Stoke Play: one stroke
The third violation of the playing schedule / pace of play:
-    For Match Play: last notification
-    For Stoke Play: two strokes
The fourth violation of the playing schedule / pace of play:
-    For Match Play: disqualification
-    For Stoke Play: disqualification.
10.9.    Players must act in accordance with Rule 6-8 by «The R & A» if a game is stopped, suspended or resumed due to weather conditions or other dangerous situations.
Alarm is a signal for suspending a play. There are following types of signals:
- Stop your game immediately: one long toot
- Stop your game: three repeated toots
- Resume your game: two repeated short toots
When hearing a signal to suspend a game, players must stop immediately and do everything possible to get into a shelter. When moving, players must act according to an Evacuation Plan, which is introduced to them before a game (see Local Rules).
It is allowed to continue a round only if there is such an instruction of Referee Board and / or Chief Referee and only after a permission signal.


11.    Score calculation and awards to participants
11.1.    Each KGC tournament / competition is conducted in accordance with a format specified in Tournament Regulations. Places, which participants get, are set individually for men, women and age groups.
11.2.    When deciding on score in a tournament, Referee Board and / or Chief Referee will consider results of a game only of the participants who right after conclusion of a round hand their scorecards, signed in a prescribed manner, to Referee Board / Golf Reception.
11.3.    In case of an even score, a winner is determined by one or a combination of the following methods (defined by the Regulation):

  • Match Play

1)    A match that ends all square should be played off hole by hole until one team (a player) wins a hole. The play-off should start on the hole where the match began. In a handicap match, handicap strokes should be allowed as in the stipulated round.

  • Stroke Play

2)    If there is an even score in Stroke Play without handicap, there should be a play-off on a number of holes specified by the Regulation. If score still remains even, there shall be a play off hole by hole.
3)    If there is an even score in Stroke Play with handicap, there shall be a play-off with handicap on a number of holes specified by the Regulation. The play-off is held at least on 3 holes. In competitions where a Handicap Stroke Table is not relevant, the percentage of 18 holes to be played should be applied to the players’ handicaps to determine their playoff handicaps. Handicap stroke fractions of one-half stroke or more should count as a full stroke and any lesser fraction should be disregarded.
    In competitions where a Handicap Stroke Table is relevant, handicap strokes should be taken as they were assigned for the competition, using the players’ respective stroke allocation table(s).
4)    Individual results are compared. A winner is determined on the basis of the best score on the last nine holes. If players with even score have identical score on the last nine holes, their score on the last six, three and, finally, on the last (the eighteenth) hole are compared.
    For competitions where a Handicap Stroke Table is not relevant, such as individual stroke play, if the last nine, last six, last three holes scenario is used, 1/2, 1/3, 1/6 of the handicaps will be deducted from the score for those holes.
    In competitions where a Handicap Stroke Table is relevant, handicap strokes should be taken as they were assigned for the competition using the players’ respective stroke allocation table(s).
11.4.    If two or more players, competing for a prize in this category, show the best results, a winner is determined by Tournament Regulation.
11.5.    Players who win places 1-3 in their categories can be awarded with diplomas, cups, valuable prizes etc., as defined by Tournament Regulation. 
11.6.    Organizers and Sponsors of Tournaments can introduce additional prizes and awards to participants of competitions who win prize places, as well as to participants who demonstrate special achievements.
11.7.    Coaches of winners and prize-holders in all categories also can be awarded with diplomas and gifts.
11.8.    Awards ceremony takes place at Summer Clubhouse.
11.9.    Tournament Organizer welcomes winners and their coaches at the awards ceremony and photographing.


12.    Conclusion
12.1.    This Provision must be followed in full by all participants and guests of Tournaments / Competitions in Kiev Golf Club.
12.2.    In case participants or guests violate KGC Procedural Requirements, Kiev Golf Club shall not be liable for any possible damage to health or property of members and their guests, media representatives, officials and spectators who come to a competition.
